Minority and low-income communities are often concerned about pollution exposures that result from local planning or zoning decisions that allow sources of pollution to locate near residential areas. To address these issues, California Senate Bill 1000—the “Planning for Healthy Communities Act” (2016)—now requires many local jurisdictions to adopt environmental justice goals and policies or an ‘Environmental Justice Element’ into their General Plans.

For this webinar, environmental justice and land use experts will explain the intent and history behind the SB 1000 law, and they will discuss how and why communities can integrate environmental justice into local planning efforts. Discussants will also provide case studies on two different Environmental Justice (EJ) General Plan Elements from the cities of National City and Jurupa Valley based in California, to show the impact of environmental justice planning efforts within each jurisdiction. Lastly, the panel will provide an introduction to the SB 1000 Implementation Toolkit. Created in partnership by the California Environmental Justice Alliance and Place Works Inc., the tool lifts up effective environmental justice planning methods and resources for planners, local governments, advocates, community-based organizations and other stakeholders.

  • Learn how the environmental justice planning process informs the development of general plans.
